Philip Farrell was born in Dublin, Republic of Ireland. Over the past decade, he has been based in Japan, Bosnia, and the United States; working in the fields of education, post-conflict reconciliation, and disaster resilience. He has a BA in Public Administration, and a MA in Peace and Development Studies, both from the University of Limerick.
