Rashad Aliyev has been involved in legal and law enforcement reforms, human rights and education projects in the former USSR for over the past 9 years. In addition to an MPA from the University of Maryland’s School of Public Policy, Rashad also holds Bachelor's and Master’s degrees in International Studies from Baku State University in Azerbaijan.
